Improve user update interaction to be less intrusive

As an end user I want to be less distracted by update interactions for open apps during an update schedule run so that I can continue and finish my work and be more productive.

As an IT administrator I want to make sure apps are updated in time so that my organization can meet its compliance goals.

We need a solution to make sure both have an acceptable solution.
